The Mayor and Council have scheduled a public hearing on November 15, 2022 to receive comment on Ordinances 22-O-09 and 22-O-10 which would create new Council districts. Each ordinance has a different map and only one new district map will be adopted.

A public hearing was held on November 15, 2022 to receive comment on Ordinances 22-O-09 and 22-O-10 which would create new Council districts.  Each ordinance has a different map.  After the public hearing, the City Council voted unanimously to adopt Ordinance 22-O-09 containing October Plan 1 map.  The Council also voted to postpone indefinitely consideration of Ordinance 22-O-10.

Current Districts (2010 Redistricting)

Posted below are October Plan 1 and the other two maps that were provided to the Council by the Commission on October 10, 2022, as well as map 3A and additional maps that were presented to the public and the Council in September.

October 10 Proposed Maps by the Redistricting Commission

Due to the increase in population in certain areas of the City, it is necessary for the Council to redistrict.  After public presentations of the Redistricting Commission’s work and draft maps on September 1 and September 12, on September 27 the Redistricting Commission presented to the Mayor and Council its draft report and five proposed maps.  The Mayor and Council provided comments and feedback during that meeting and the Council Worksession on October 5.  Based on those comments and the October 11 Council agenda item providing additional guidance and a request for the Commission to draft new maps, the Commission approved the three October 10 maps for the Council to consider.

Redistricting Commission Proposal 1

Proposal Map 1 uses the City population as of spring 2020, with adjustments to the Census to accurately account for residents in the University of Maryland resident halls and in private student housing.  Map 1 does not include residents of buildings that were not completed and occupied by the spring of 2020.

Redistricting Commission Proposal 2

Proposal Map 2 uses the adjusted spring 2020 population described in Map 1 and includes the estimated population of housing developments that are under construction and will be occupied by the end of 2022.

Redistricting Commission Proposal 3A

Proposal Maps 3A, 3B, and 3C use the adjusted spring 2020 population described in Map 1 and includes the estimated population of housing developments that are under construction and will be occupied by the end of 2023.  The estimated population of all housing projects currently under active construction are included in the population count, except for the residential project at the College Park Metro Station (The Atworth) and the residential project at 4350 Knox Road.  These two projects are not expected to be completed until 2024.  The future population in projects that have been approved but are not under construction are not included in any of the maps.
